Ordination of Inmates

Greetings, All:  I am working with a number of long-term inmates and practitioners in a California prison and one of them is interested in ordaining as a prison monk/priest.  The only precedent I am familiar with is Fleet's ordination while in a Federal Prison.  Does anyone have any experience in this area that you can share?

The inclusion on non-inclusion of former inmates has become a really hot and contested issue in our Sangha, especially those with sex offense backgrounds.
